FILLING UP OF GROUP 'B' & 'C' POSTS NON-GAZETTED, NON MINISTERIAL (COMBATISED POST) ON DEPUTATION BASIS IN BSF ENGG SETUP AND NDRF BNS.

It has been proposed to fill up following Group 'B''C' posts in BSF Engineering Set-up as well as NDRF Bns which is Non-Gazetted, Non-Ministerial (Combatised) posts for a period of as mentioned against each. The eligibility conditions are as under:-

(a) GROUP 'B' POSTS

INSPECTOR (DRAFTSMAN/ GRADE-I) Level-7 in the pay matrix (Rs. 44900- 142400)  as per 7th CPC	01 FOR BSF	(1)  Officials of Draftsman Cadre under the Central Government/State Government/ Union Territories:- (i)  (a) holding analogous post on a regular basis; With five years of regular'service in the post in level-6 of the pay matrix (Rs. 35400-112400) or equivalent, and (ii) Possessing the following educational qualification and experience, namely:- (a) Diploma in Draftsman from the Institute recognized by the Government of India; (b) Three years' experience in the concerned field prescribed by the Department from Government (Central/ State/ Union Territories)/Statutory/ autonomous Organization/Public Sector Undertakings/Universities/Recognized Research Institutes/Listed private organization. The maximum age-limit for appointment by deputation shall not be exceeding 56 years as on the last date of receipt of application. Period of deputation will be for three years.
2.	SUB-INSPECTOR (WORKS) Level-6 in the pay matrix (Rs. 35400- 112400) as per 7th CPC	13 FOR BSF/ NDRF	(1)  For Deputation to BSF Officers under the Central Government or the State Government or the Central Armed Police Forces:- (i)  (a) holding analogous post in the parent cadre or department; or (b) With ten years regular service in post in level-4 of the pay matrix (Rs. 25500-81100), and (ii) Possessing the qualification and physical standard mentioned hereunder:- (a)  Educational Qualification - Pass three years Diploma in Civil Engineering from an Institute recognized by the Central Government or the State Government. (b)  Physical Standard - (i)  Height - Men - 165 cms. (Relaxable by 5 cms for Hill Tribes and Adivasis including Mizos and Nagas). Women - 157 cms (ii)  Chest - Men - 76-81 cms. (Relaxable by 2 cms for candidates below 20 years of age). Women - not applicable. (iii)  Weight - Men - Proportionate to height and age as per medical std. Women - According to height but not less than 46 Kgs. FOR EX-SERVICEMEN Deputation/Re-employment - The Armed Forces personnel due to retire or who are to be transferred to reserve within a period of one year and having requisite prescribed qualifications and experience shall also be considered. Such persons would be given deputation terms upto the date on which they are due for release from the Armed Forces; thereafter they may be continued on re-employment. (2)  For Deputation to NDRF Officers of the Central Government or State Government or Union Territories or Armed Forces or Central Para Military Forces or Central or State Police Org:- (a)  (i) holding analogous post on regular basis; or (ii)  With five years' regular service in PML-5; or (iii)  With ten years' regular service in PML-4; or (b)  Possessing Matriculate or equivalent from a recognized board with Diploma in Structural or Civil Engineering from an Institute recognized by the Central Govt or State Govt. and having Structural or Civil Supervisory Certificate of Competency. (c)  The Army personnel who possess qualifications or have successfully completed courses recognized by Army as equivalent to the educational qualifications prescribed for this posts will also be eligible for such posts provided that such courses/ qualification are duly approved and recognized as equivalent by any Central or State authority like the All India Council for Technical Education (AICTE). (3)  The maximum age-limit for appointment by deputation shall not be exceeding 52 years for BSF and 45 years for NDRF as on the last date of receipt of application. (4)  Period of deputation will be for three years for BSF and seven years for NDRF.
3.	SUB-INSPECTOR/ JUNIOR ENGINEER (ELECT) Level-6 in the pay matrix (Rs. 35400- 112400) as per 7th CPC	55 FOR BSF/ NDRF	For Deputation to BSF (i) Serving Border Security Force personnel in the rank of Sub Inspector having three years Diploma in Electrical Engineering from an Institute recognized by the Central or State Governments; or (ii)  Serving Border Security Force personnel in the rank of Assistant Sub-Inspector in the PML-5 having three years Diploma in Electrical Engineering from an Institute recognized by the Central or State Governments with six years regular service in the rank of Assistant Sub-Inspector; or (iii)  Serving Border Security Force personnel in the rank of Head Constable having three years Diploma in Electrical Engineering from an Institute recognized by the Central or State Governments with ten years regular service in the rank of Head Constable. FOR EX-SERVICEMEN Deputation/Re-employment - The Armed Forces personnel due to retire or who are to be transferred to reserve within a period of one year and having requisite prescribed qualifications and experience shall also be considered. Such persons would be given deputation terms upto the date on which they are due for release from the Armed Forces; thereafter they may be continued on re-employment. (1)   For Deputation to NDRF Officers of the Central Government or State Government or Union Territories or Armed Forces or Central Para Military Forces or Central or State Police Org: (a)  (i) holding analogous post on regular basis; or (ii)  With five years' regular service in PML-5; or (iii)  With ten-years' regular service in PML-4; or (b) The Army personnel who possess qualifications or have successfully completed courses recognized by Army as equivalent to the educational qualifications prescribed for this posts will also be eligible for such posts provided that such courses/ qualification are duly approved and recognized as equivalent by any Central or State authority like the All India Council for Technical Education (AICTE). (3)  The maximum age-limit for appointment by deputation shall not be exceeding 52 years for BSF and 45 years for NDRF as on the last date of receipt of application. (4)  Period of deputation will be for three years for BSF and seven years for NDRF.

			(iii) Personnel holding equivalent or analogous posts in the Army, other Central Para Military Forces or Central or State Police

(c) For Ex-Servicemen Deputation/Re-employment : The Armed Forces personnel due to retire or who are to be transferred to reserve within a period of one year and having requisite prescribed qualifications and experience shall also be considered. Such persons would be given deputation terms upto the date on which they are due for release from the Armed Forces; thereafter they may be continued on re-employment. (d)  Period of deputation will be for three years. (e) The maximum age limit for appointment by deputation shall be not exceeding 52 years as on the closing date of receipt of applications. 3. Head Constable (Wireman/ Lineman) Pay Matrix level 4 (25,500-81,100/-) as per 7th CPC. 24 FOR BSF 4. Head Constable (Electrician/ Electrical) Pay Matrix level 4 (25,500-81,100/-) as per 7th CPC. 39 FOR NDRF Officials of the Central or State Governments or Union Territories or Armed Forces, or Central Para Military Forces or Central or State Police Organizations: (i)  holding analogous post on regular basis; or (ii) with eight years regular service in the PML-3; and (iii) Subject to qualifying proficiency test. (iv) Should be matric or 10th pass or equivalent and possessing two years' experience in trade those with certificate/ diploma from recognized institutes in the trade will be preferred. (v) The Army personnel who possess qualifications or have successfully completed courses recognized by Army as equivalent to the educational qualifications prescribed for this posts will also be eligible for such posts provided that such courses/ qualification are duly approved and recognized as equivalent by any Central or State authority like the All India Council for Technical Education (AICTE). (vi) Period of deputation will be for 07 years. (vii) Age of induction to National Disaster Response Force (NDRF) battalions shall not be exceeding 45 years as on the closing date of receipt of application. 5. Head Constable (Carpenter/ Mason) Pay Matrix level 4 (25,500-81,100/-) as per 7th CPC. 05 FOR BSF/ NDRF (i)        Serving Border Security Force Head Constable (General Duty) possessing Industrial Training Institute certificate and two years' experience certificate in the respective trade from any institute recognized by Central or State Government subject to qualifying proficiency test. (ii)   Serving Border Security Force Constables (General Duty) having eight years' service and possessing Industrial Training Institute certificate and three years' experience certificate in the respective trade from any Institute recognized by the Central or State Governments subject to qualifying of professional test. (iii)   Personnel holding equivalent or analogous posts in Army, other Central Para Military Forces or Central or the State Police Organization, Central Public Works Department or Public Works Department or Central or the State Government Ministries or Departments and possessing following qualification :- Matriculation or 10th class pass from recognized board or Institute or equivalent and Industrial Training Institute (ITI) certificate in trade like Mason or Carpenter or Plumber or Electrician or Blacksmith or Welder or Painter or Polisher or Mechanist or three years' experience in respective trade from a reputed firm subject to qualifying proficiency test. (iv)   Period of deputation will be for three years. (v)   The maximum age limit for appointment by deputation shall be not exceeding 52 years as on the closing date of receipt of applications. 6. Head Constable (Pump Operator) Pay Matrix level 4 (25,500-81,100/-) as per 7th CPC 04 FOR BSF 7. Head Constable (Pioneer) Pay Matrix level 4 (25,500-81,100/-) as per 7th CPC 15 FOR BSF 8. Head Constable (Welder) Pay Matrix level 4 (25,500-81,100/-) as per 7th CPC 01 FOR NDRF Officials of the Central or State Governments or Union Territories or Armed Forces, or Central Para Military Forces or Central or State Police Organizations: (i)  holding analogous post on regular basis; or (ii) with eight years regular service in the PML-3; and (iii) With two years' experience in the trade subject to qualifying proficiency test. (iv) The Army personnel who possess qualifications or have successfully completed courses recognized by Army as equivalent to the educational qualifications prescribed for this posts will also be 'eligible for such posts provided that such courses/ qualification are duly approved and recognized as equivalent by any Central or State authority like the All India Council for Technical Education (AICTE). (v) Period of deputation will be for 07 years. (vi) Age of induction to National Disaster Response Force (NDRF) battalions shall not be exceeding 45 years as on the closing date of receipt of application. 9. HEAD CONSTABLE (TECHNICIAN) Pay Matrix level 4 (25,500-81,100/-) as per 7th CPC. 04 FOR NDRF Officials of the Central or State Governments or Union Territories or Armed Forces, or Central Para Military Forces or Central or State Police Organizations: (i) holding analogous post on regular basis; or (ii) with eight years regular service in the PML-3; and (iii) Possessing Matriculation or equivalent from a recognized board with Industrial Training Institutes (ITI) certificate in trade like Blacksmith, Mason, Fitter, Mechanists, Instrumentation or Motor or Engine Mechanics from a recognized Institute or three years' experience in respective trade from a reputed firm subject to qualifying proficiency test. (iv) Period of deputation will be for 07 years. (v) Age not be exceeding 45 years as on the closing date of receipt of application. 10. CONSTABLE (Mason) Pay Matrix level 3 (21,700-69,100/-) as per 7th CPC. 06 FOR NDRF Officials of the Central or State Governments or Union Territories or Armed Forces, or Central Para Military Forces or Central or State Police Organizations: (i)  holding analogous post on regular basis; or (ii) With two years' experience in the trade subject to qualifying proficiency test. (iii)  Period of deputation will be for 07 years. (iv) Age not be exceeding 45 years as online closing date of receipt of application. 11. CONSTABLE (GENERATOR OPERATOR) Pay Matrix level 3 (21,700-69,100/-) as per 7th CPC. 01 FOR BSF Constables of Border Security Force with five years' regular service in the pay matrix with one year experience in the trade subject to qualifying proficiency test for the trade. Note :- Those with certificate or diploma in the trade from recognized Institute will be preferred.  Since the posts are required to be filled up urgently, nomination of eligible/ willing candidates may be forwarded in the given proforma as per Annexure along with copy of CR dossiers duly attested for the last five years to the Dy.
